"marijuana" refers to a substance containing 0.3% THC or greater. "marijuana" per the federal government, the 1972 Controlled Substance Act, and even Nancy Reagan, does not refer to a plant.

And, it does not mean cannabis cannot be legally available in formats suitable for medicinal use.
